Background & Role Description

WFP Chad manages a multi-million dollar portfolio involving Cash-Based Transfers (CBT), General Food Distribution, and Resilience projects.

As a Finance Assistant (G5), you report to the Finance Officer. You are responsible for the day-to-day “financial hygiene” of the Country Office. This involves managing the Imprest Account (petty cash), verifying vendor claims, and ensuring every single dollar spent is compliant with WFP’s strict International Public Sector Accounting Standards (IPSAS).


Key Responsibilities

1. Invoice Processing & Vendor Management:

  • Review and verify complex vendor invoices (logistics, fuel, food suppliers) to ensure they match Purchase Orders (POs) and Good Receipt Notes (GRNs).
  • Process payments in the WINGS (SAP) system, ensuring 100% accuracy in coding and budget lines.
  • Liaise with the Supply Chain and Procurement units to resolve discrepancies in billing before they become payment delays.

2. Treasury & Cash Management:

  • Monitor the Sub-Imprest and Petty Cash accounts, ensuring sufficient liquidity for daily office operations.
  • Prepare bank reconciliations and monitor cash advances given to staff for field missions, ensuring they are liquidated (accounted for) promptly.

3. Budget Monitoring & Reporting:

  • Extract transaction reports from WINGS to help the Finance Officer analyze spending trends.
  • Assist in the preparation of VAT reimbursement claims from the Government of Chad.
  • Maintain digital archives of all financial vouchers for audit purposes (WFP is audited regularly).

4. Compliance:

  • Act as a “Compliance Champion,” ensuring that no payment is processed without the correct supporting documents (Three-Way Match principle).

Qualifications & Requirements

Education

  • Essential: Completion of Secondary School Education (Baccalauréat).

Experience
