The International Rescue Committee (IRC) is expanding its European partnership strategy. As global humanitarian needs rise, we are seeking to build stronger ties with the Government of Spain, including the Spanish Agency for International Development Cooperation (AECID) and decentralized public actors.

We are seeking a Strategic Consultant with deep, insider knowledge of the Spanish public aid architecture.

You will not just be writing a report; you will be the architect of IRC’s entry strategy into the Spanish market. You will map the landscape, identify the right doors to knock on, and guide our Senior Leadership on how to position IRC as a partner of choice for Spanish humanitarian funding.

Consultant Objectives & Deliverables

The primary goal of this consultancy is to produce a comprehensive scoping report and engagement strategy.

1. Market & Landscape Analysis

  • Analyze the current priorities of Spanish Cooperation (Cooperación Española), specifically focusing on the V Plan Director and upcoming humanitarian strategies.
  • Map the funding instruments available for International NGOs (INGOs) within AECID (Humanitarian Office vs. Development).
  • Decentralized Cooperation: Analyze funding opportunities from key Autonomous Communities (e.g., Catalonia, Basque Country, Valencia, Madrid) and major municipalities, which act as significant independent donors in the Spanish system.

2. Stakeholder Mapping

  • Identify key decision-makers and technical focal points within the Ministry of Foreign Affairs (MAEC) and AECID.
  • Assess the competitive landscape: Which peer INGOs currently hold framework agreements with Spain, and what can IRC learn from them?

3. Actionable Strategy

  • Develop a “Roadmap to Funding”: A step-by-step guide on how IRC can pre-position itself for upcoming calls for proposals.
  • Advise on the necessary legal registration or accreditation required to receive Spanish public funds.

This role requires a blend of political analysis and technical fundraising skills.

Essential

  • Expert Knowledge of Spanish Aid: A deep understanding of how AECID works, including its specific funding modalities (convenios, proyectos, humanitarian calls).
  • Decentralized Cooperation: Knowledge of the aid budgets and priorities of Spain’s Autonomous Communities.
  • Network: Existing relationships or a strong reputation within the Spanish humanitarian sector (public or NGO side).
  • Language: Native/Bilingual fluency in Spanish and English is non-negotiable.

Desirable

  • Previous experience working inside AECID or for a major INGO managing Spanish institutional funding.
  • Experience with humanitarian legal compliance in Spain.
