Job Title: National Consultant: Administrative and Field Support for Gender Equality & Health Project

Location: Turkmenistan (Home-based with visits to the UNFPA office)
Duration: 45 working days (December 15, 2025 – March 10, 2026)

Project Overview

We are seeking a highly organized and dedicated National Consultant to provide essential administrative and field support for a critical UNFPA project in Turkmenistan: “Strengthening prevention and response to violence against women and girls in Central Asia.”

This role is pivotal in advancing two key missions:

    • Updating the national plan for life-saving reproductive health services during emergencies (the Minimum Initial Service Package – MISP).

    • Facilitating a high-level advocacy meeting to abolish harmful gender practices, such as virginity testing.

By ensuring the smooth logistical execution of these activities, the consultant will play a direct part in protecting the health and rights of women and girls in the region.

Key Responsibilities and Scope of Work

The consultant will provide comprehensive support across two main activity streams:

Activity 1: MISP Readiness Assessment and National Action Plan Update (30 working days)

    • Logistics and Administration: Serve as the primary logistical focal point. This includes organizing meeting schedules, managing travel arrangements, handling procurement, and booking venues for the assessment team.

    • Coordination and Documentation: Coordinate the distribution of assessment tools, provide note-taking during key meetings, and assist in formatting and compiling the final National MISP Action Plan document.

Activity 2: Advocacy Meeting on Abolishing Discriminatory Gender Practices (15 working days)

    • Event Management: Take the lead on all event logistics, including venue booking, sending invitations, arranging catering, and providing on-site support to ensure a seamless meeting.

    • Administrative and Reporting Support: Compile background documents and presentations, transcribe meeting minutes, and assist in drafting the final activity report and consultancy closure documents.

Deliverables and Timeline

The consultant will be responsible for delivering the following outputs on strict deadlines:

    • Deliverable 1: Inception Report detailing the administrative work plan and logistic schedule. Due by December 29, 2025.

    • Deliverable 2: Updated MISP Workshop Facilitation Report, including documentation of key feedback. Due by January 29, 2026.

    • Deliverable 3: Completed support for the Advocacy Meeting, including compiled meeting minutes and administrative closure. Due by February 20, 2026.

    • Deliverable 4: Final Consultancy Report summarizing all activities and outcomes. Due by March 5, 2026.

Qualifications and Competencies

Required Education and Experience:

    • Bachelor’s Degree in Public Administration, Management, Social Sciences, Health, or a related field.

    • Minimum of 5 years of proven experience in project administration, operational support, or logistics management.

    • Previous experience with a UN agency, international NGO, or government body is a significant advantage.

Required Skills:

    • Demonstrated experience in event management and organizing workshops or meetings.

    • Strong skills in administrative documentation and report writing.

    • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

    • Familiarity with the health sector, sexual and reproductive health (SRH), or gender programming is a strong asset.

Language Requirements:

    • Fluency in Turkmen and/or Russian is mandatory.

    • Good working knowledge of English is required.

Supervision

The National Consultant will work under the direct supervision and report to the UNFPA Programme Analyst for Reproductive Health.
